| Nogales Trade Bulletin: Summary of Cabotage Guidelines for the Mariposa Commercial Cargo Facility U.S. Customs and Border Protection Information Bulletin DATE: June 12, 2026 TO: Carriers, Shippers, Brokers, Importers & other Interested Parties FROM: Nogales Port of Entry, Tucson Field Office, U.S. Customs and Border Protection SUBJECT: Summary of Cabotage Guidelines for the Mariposa Commercial Cargo Facility Pedestrian Border Crossing for Drivers • Drivers holding a B1/B2 visa may cross the border on foot for tourism or B1 activities. • International Shipments: Drivers may pick up shipments for export. Documentation Requirements • Drivers must carry all documents for admissibility, plus shipment, truck/trailer, and destination details. International Partial Deliveries • International shipments may be partially offloaded at multiple U.S. locations only if part of the original shipment. • Domestic pickups must be exported; these include empty containers. International Partial Pickups • Domestic merchandise picked up during transit must be exported. Delivering or leaving it domestically constitutes a violation. Equipment Substitution • For emergencies, a driver may enter with an empty tractor to replace a broken-down tractor, or if the original driver must return to Canada/Mexico. • Replacement equipment must belong to the same company. Team Operations • Only one driver may enter through the commercial port with the tractor.
